Vaya Health manages publicly-funded Medicaid and other state-funded health care services in western North Carolina. Vaya Health’s in-house Legal Department is comprised of a small team of attorneys and non-attorneys who handle contracting, procurement, litigation, and records management matters for the organization. The attorneys provide consultation, legal interpretation, guidance, and solutions to their sole client, Vaya Health. This position reports to the Sr. Associate General Counsel and provides high-level and moderate to complex administrative and paralegal support to the Legal Team, and other teams, as needed, within Vaya Health’s in-house Legal Department. Litigation Support:
• Assist attorneys with preparation for member and provider appeals, mediation conferences, administrative hearings and civil litigation in the North Carolina Office of Administrative Hearings and state and federal courts, including preparing, tracking, and filing of subpoenas, exhibits, tables of contents and of authorities, motions, orders, and correspondence, and preparing, monitoring, and obtaining discovery responses, and conducting legal research as needed.
• Coordinate and schedule mediation and other case matters with other Vaya or subcontractor staff, opposing counsel, court or tribunal personnel, and others, when requested. Contact court clerks to ascertain legal procedures and local court rules when necessary.
• Organize evidence and schedule witnesses to appear at depositions and hearings; ensure that witnesses are ready when needed; and take courtroom notes. Contact other individuals as necessary to gather information relevant to cases and other projects.
• Draft affidavits, legal pleadings, and regular and legal correspondence. Proofread and check legal documents, citations, and authorities for accuracy and completeness.
• Manage new and existing Legal Team case files by establishing and organizing electronic and physical files, creating a new file tracking system, monitoring calendars, meeting deadlines, documenting actions, entering information into file databases and case management software, and confirming case status with attorney.
• Develop new litigation templates, and improve existing ones.
• Serve as the coordinator for provider reconsiderations and appeals of health plan adverse actions (e.g., overpayments, sanctions, credentialing decisions). Responsibilities include monitoring, tracking, processing, and managing provider reconsideration requests, coordinating and scheduling panel hearings with internal staff, panelists, and provider representatives, sending notifications, answering questions regarding the hearing process, managing reconsideration documentation, taking minutes during the panel hearing, drafting the decision notices for review and approval, timely sending decision notices to all parties, updating processes, co-training panelists on process, and managing provider appeals within Vaya’s incident management software
• In collaboration with the Quality Management Team, generate routine reports on reconsideration and appeals metrics for inclusion in regular performance reports to Vaya executive leadership, Vaya Board of Directors and N.C. Department of Health and Human Services (NCDHHS).
• Assist Legal Department in responding to public records requests and medical records requests, as needed.

Transactional Support:
• Draft contract templates, contracts, non-disclosure agreements, memorandums of understanding, scopes of work, amendments, assignments, and other agreements
• Store, coordinate and track contracts, as needed by the Vendor Management Team
• Provide support for collection activities, including but not limited to reviewing payment plans and notices of default
• Work on assigned projects as needed to improve administrative and provider network contracting efficiency, data integrity, reports and tracking, communications, and other projects that impact the vendor management and contracting function of Vaya Health

General Administrative Support:
• Assist Legal Department with preparing for Vaya Health’s transition to BH I/DD Tailored Plan responsibilities
• Assist in developing, revising, and reviewing policies and procedures that are the responsibility of the Legal Department
• Develop, and assist with, writing and reviewing business processes within the Legal Department
• Complete other moderate to complex administrative assignments, including drafting correspondence and reports, scheduling and coordinating virtual, in-person, and telephone meetings and travel arrangements, maintaining electronic files and calendars, preparing reports, graphs, and PowerPoint presentations, submitting purchase order requisitions for the Legal Department, and handling mail. Detailed attention to proofreading and formatting of all correspondence and written documents, with proper spelling and grammar, is required
• Provide administrative support to other committees as assigned, including, but not limited to, creating agendas, taking minutes and tracking action items. Serve as backup to provide administrative support for other functions as assigned, and rotate relief at the front desk, as needed

Associate’s degree required and Bachelor’s degree preferred. Paralegal Certificate required. A minimum of four years of administrative experience in an executive, health care, or law office setting preferred, or equivalent combination of education and experience. Litigation and transactional experience preferred.

Close visual acuity to perform activities such as preparation and analysis of documents; viewing a computer terminal; and extensive reading. Physical activity in this position includes crouching, reaching, walking, talking, hearing and repetitive motion of hands, wrists and fingers. Sedentary work with lifting requirements up to 10 pounds, sitting for extended periods of time. Mental concentration is required in all aspects of work.

• Ability to manage constant transformation and adapt to changing mandates from regulatory authorities as well as Vaya executive leadership
• Ability to maintain the confidentiality of sensitive information in accordance with applicable laws, policies, and rules
• Good working knowledge and proficiency in Adobe and Microsoft Office 365 products (Word, Excel, Outlook, PowerPoint, Teams, Visio, etc.). Must be able to format and manipulate Excel documents for printing and presentation as well as Word and/or PowerPoint documents for distribution, printing, and presentation. Must be able to schedule meetings and tasks using Outlook. Must be able to schedule and manage virtual Teams meetings.
• Familiarity with DocuSign, SharePoint, and Navex software products (PolicyTech, EthicsPoint) a plus.
• Familiarity with e-filing in state and federal courts and the Office of Administrative Hearings preferred.
• Familiarity and experience using legal resources preferred, including Westlaw online research system, state and federal statutes and regulations, state Rules of Court, local, state, and federal Rules of Practice and Procedure, and A Uniform System of Citation (“Bluebook”).

SALARY: Grade/Step is determined by qualification and experience of candidate. Position is full-time hourly with comprehensive benefits. The salary range for this position is $57,000 – $68,000 per year. This position is non-exempt and is eligible for overtime compensation.
