Harold E. Kaplan is a full time Fairview, NC resident and an experienced and qualified arbitrator of commercial and business disputes, since 1999.

Before relocating to Fairview, as a Board Certified Health Law Attorney for over 27 years in South Florida, he represented health care providers for their full range of corporate, M & A, employment, reimbursement and related legal needs, including practice mergers, acquisitions and sales, managed care contracting, provider practice consulting and Medicare and Florida self-referral, anti-kickback and fraud and abuse matters.

He also represented physicians and medical practices for Medicare overpayment and recoupment action appeals, including to the Medicare Appeals Bureau in Baltimore, MD.

He was one of the first Florida health law attorneys to establish an active arbitration practice in 1998 and he has been arbitrating for  and credentialed by the American Arbitration Association (healthcare panel and mergers and acquisitions panel) and also the American Health Lawyers Association Dispute Resolution Service.

Prior to practicing healthlaw and serving as an arbitrator, Mr. Kaplan was a senior hospital executive and also CEO for non-profit and for profit hospitals in New York and also in Florida.

Mr. Kaplan was previously a Florida Supreme Court approved arbitrator for the 17th Judicial Circuit and served as an arbitrator for the Florida Bar’s Client Grievance Committee.

He was also Chair of the Florida Bar’s Health Law Section (2006-2007) and Past Chair of the Florida Bar’s Health Law Section Board Certification Committee (1992, 1993) and was Florida Board Certified in Health Law (1995-2020).

Mr. Kaplan is admitted to the bar in New York and in Florida. He is not admitted in North Carolina and does not practice law in North Carolina other then serving as a volunteer attorney for Pisgah Legal Services.
